Titus Gebel

Founder and CEO

A lawyer by education and an entrepreneur at heart, Titus founded several successful companies. Now he has turned his focus on building value in the creation of new empowered communities. He has written a book on the subject.

Previously, Titus founded several companies, including resources company Deutsche Rohstoff AG (Frankfurt Stock Exchange: DR0), for which he served as President & CEO until he retired in 2015. In that role, he directed oil & gas, base and precious metals exploration and development projects in Europe, Australia and North America. Before he served as Managing Director of resources company EurAsia Holding AG, and created a family office that participated in venture capital and private equity activities.

Titus holds a Ph.D. in foreign public law and international law from the University of Heidelberg and an MBA in International Management Consulting from the University for Economy in Ludwigshafen / University of Lincoln, England.

Titus is Tipolis’ Founder and CEO. With his extensive worldwide network, he has assembled a world class team of finance, sales, marketing and operations professionals ensuring the highest standards of performance and measurable success for Prosperity Zones.

Reto-Scherraus Fenkart

Reto Scherraus-Fenkart

CPLP & Mercosur Consultant

Reto Scherraus-Fenkart is a Swiss entrepreneur from St. Gallen and currently the honorary consul of Switzerland in São Tomé and Príncipe.

With over 30 years of experience in the real estate market, he has served as a consultant, partner and founder in several real estate and social enterprises. A serial entrepreneur, he co-founded ESAI in Lisbon, founded SGA, Albinvest and Happylandings and served as CEO of SPESI SA. He was also a partner in the social project “Lugar no Sol”, in Mozambique.

Reto has a wide international network, having been active in Europe, Africa and Latin America, especially in CPLP (Community of Portuguese Language Countries) and Mercosur countries. He is fluent in English, German, Portuguese and French, and is a national of Switzerland, Portugal and São Tomé and Príncipe.

In 2011 he was nominated Honorary Consul of Switzerland in São Tomé and Príncipe.

Reto is Tipolis’ CPLP and Mercosur Consultant. With his real estate and social venture experience, he will engage international experts and support Tipolis in creating well-structured Prosperity Zones for social and economic benefit.


Francisco Litvay

Operations Manager

Coming from Brazil but currently living in Austria, Francisco has a tech background. He has done several IT and Business courses in renowed institutions, and has recently received his Bachelor of Science in Business Informatics from the Johannes Kepler University in Linz, Austria.

After discovering the Startup Societies movement in 2018, he became passionate about innovations in governance and started actively contributing to the field. He has since written several articles for different websites, including TechInsider.

Francisco is Tipolis’ Operations Manager. With his agile mindset, he will take care of administrative tasks with the greatest possible efficiency.


Jan Bertram

Head of Marketing

Having worked at the German Parliament before, Jan Bertram is a social scientist with a bachelor’s degree at the University of Cologne.

In 2009 he delved into political theory and societal studies. He then joined the Students for Liberty organization and is ever since working on related causes.

Jan Bertram is the Head of Marketing at Tipolis. With his knowledge of modern communication platforms, he will help set Prosperity Zones on a global spotlight.



Oliver Porter

Sandy Springs – City Management

Oliver Porter, former Vice President of AT&T, created and implemented the public-private partnership government model for Sandy Springs, a city of 100,000 people near Atlanta, Georgia. He has served as the principal advisor for many further cities considering implementing the Sandy Springs model, most importantly in the United States and Japan. He has authored several books on this subject. Oliver Porter will help Tipolis find the right structure and the right subcontractors for operating a Prosperity Zone.


Patrik Schumacher

London – City Planning and Design

Patrik Schumacher is principal of London-based Zaha Hadid Architects, with a track record of highly esteemed and award-winning projects. He is teaching at various architectural schools in Europe and the US including Harvard University. Additionally, he has been involved in several master plan projects worldwide, such as Singapore One North. His contribution to the discourse of contemporary architecture includes the concept of a market based urban order. He will give Tipolis support for the planning and design of Prosperity Zones.


Patri Friedman

San José – Competitive Governance

Patri Friedman, former Software Engineer at Google with a master’s in computer science, is an entrepreneur and political theorist for competitive governance. With financial support from Peter Thiel, the founder of Paypal, he founded The Seasteading Institute, a non-profit seeking to establish floating autonomous communities at sea. He also worked with and founded other startups, for example Future Cities Development, which had the first MOU to create a Prosperity Zone in 2012. Today he consults with projects and investors around the world working to develop innovation zones. He will help Tipolis ensure the competitiveness of governance systems for Prosperity Zones.


Rahim Taghizadegan

Vienna – Education

Rahim Taghizadegan is an educational entrepreneur, visionary, and one of the last Viennese polymaths. Besides being the director of scholarium.at in Austria, he also teaches at universities in Liechtenstein, Austria and Germany. Moreover, he is a best-selling book author and a sought-after public speaker. He will advise Tipolis on making Prosperity Zones that will become hubs for world-leading educational innovation, choice and excellence.

Mark Frazier

Mark Frazier

Harrisonburg – Endowment Zones

Mark Frazier is chairman of the Startup Societies Foundation. He has worked in 50+ countries over the past three decades on special economic zones and market-based initiatives in projects funded by private philanthropists, the World Bank, USAID, and local and global developers. He currently specializes in land trusts and “Endowment Zones” to vest residents as beneficiaries of rising land values. He is coauthor of Founding Startup Societies (2020) on how market reforms can create assets for communities. Mark will help Tipolis create value for local communities.


Dr. Tom W. Bell

Orange – Special Economic Zones

Tom W. Bell is an internationally well-known expert on Special Economic Zones and private governance. He’s authored several works, such as “Your Next Government”, and has been a law professor at Chapman University in the Fowler School of Law since 1998. Tom also serves as an adjunct scholar at the Cato Institute and as the director of the Institute for Competitive Governance, where he created the Ulex Open Source Legal System. He will help Tipolis find and apply world-class law and governance standards.


Nobila Ouédraogo

Heidelberg – Health

Nobila Ouédraogo is an expert in public health and epidemiology: Doctoral degree in Public Health and Epidemiology from the University of Heidelberg, Field Epidemiology Training Programme (Robert Koch-Institute-Germany / European Centre for Disease Prevention and Control). He has considerable work experience in the area of health system building, diseases control, and prevention all over the world through various professional activities done with well distinguished health institutions in the world. Nobila Ouédraogo will give Tipolis advice for regulating public health in all kinds of environments.


Sonja Prstec

Zug – Startups and Technology

Sonja Prstec is a lawyer working in various innovative projects with disruptive ideas. She is trying to bridge existing legal frameworks with new emerging technologies and ideas, what she calls “overcoming the legal jetlag”. For the last three years she has been working with Swiss start-ups’ regulatory challenges and legal aspects of Blockchain technology and property assets. A strong supporter of Prosperity Zones as an alternative governance model, she will use her expertise to help Tipolis deal with regulatory challenges involving cutting-edge technologies.


Aaron Koenig

Berlin – Cryptocurrencies and Blockchain

Aaron Koenig is an entrepreneur, consultant, writer and film producer, specialized in Bitcoin and Blockchain technology.  He has also been a speaker and panelist at numerous conferences, in addition to writing several books on the subject. Aaron Koenig will work on strategies to help Tipolis implement cryptocurrencies and blockchain technologies in Prosperity Zones.


Marc-Felix Otto

Zürich – Energy

Marc-Felix Otto is a Partner at The Advisory House, a leading management consultancy to the European energy industry.  He manages projects with major and medium-sized European utilities. Prior to joining the company, he was employed by McKinsey for many years. His vast expertise runs from strategic and financial problem-solving along the industrial value chain to transformation and restructuring projects. He will support Tipolis in setting up an efficient and modern energy system for Prosperity Zones.


Martin Boeltau

Rottweil – Science

Martin Böltau holds a doctorate degree in physics. He has spent 20 years evaluating new technologies for both private and government authorities, being truly an expert in testing the scientific basis of new processes and theories. Martin will support Tipolis in finding new applicable technologies and testing the scientific credibility of proposed regulations for Prosperity Zones.


Penda Cissé

Monaco – Entrepreneurship

Penda Cissé has operated businesses in Germany, Senegal and Monaco. She has given advice to many young people who wanted to become entrepreneurs, both in developed as well as in developing countries. Above all, she knows the necessary framework to let entrepreneurs flourish. Penda will help Tipolis to create Prosperity Zones with an entrepreneur-friendly environment.
